Charter

Preface

The charter of the Prevnet Network has been developed under similar guidelines from the European Network for Practical Approaches in Addiction Prevention and is reflective of those countries connected to the Prevnet Network. As a document about the general principals and points of order, it describes the inner structure of the network as well as providing clarification for those members of the general public who are interested.

The charter is currently under discussion in forum section of the site. It is being rewritten to include the main purpose of the network:

Purpose

Prevnet Network is composed of associations, organisations and institutions located within the EU member states, along with affiliations with EU applicant countries, other parts of Europe and North America. All participants are active within the areas of substance abuse prevention, creating new innovative intervention methods and applying them to common practice. Prevnet Network wants to promote, develop and spread the use of telematics as a comprehensive component of substance abuse prevention.

In conjunction with developing a professional network, Prevnet Network will implement joint educational projects such as video conferences, seminars and an interactive website directed towards substance abuse professionals to explore various areas within the prevention/telematic field.

 

Statutes

The Prevnet Network members’ work is based on the following principles and the wish to work together, exchanging information with the aim of testing and developing new programs and concepts within the area of telematics and substance abuse prevention.

Article 1

The Network has three main components. The Core Members are those financially invested in the project, established at the project’s creation. The Associate Members, who though financially not connected to the project are actively interested and participatory in the Network. The third component, Affiliate Members, are any other professionals who would like to be on the receiving end of the informational benefits of the Network. The executive body works as follows:.

The Board is composed of a president, a vice president, three members of the Core group and one member from the Associate group. The committee is responsible for the daily management of the network, encouraging network development and organising network activities. The Board will meet, either via video conferencing or in person, on a quarterly basis.

Article 2

The presiding organisation, A-Clinic Foundation, is responsible for the co-ordination and flow or information within the Network for the project’s duration. Structures will be established for the Network’s continuation once project funding has ceased.

Article 3

In accordance with the aim of the Prevnet Network, the positions of Core or Associate membership are accepted from member states of the EU, especially from EU applicant countries. There is a fixed number of Core Members, but the Associate level has no maximum capacity. New member posts at the Core or Associate level are approved by the Board before being added to the Network. If a vacancy opens at the Core Member level first preference goes to countries without current representation.

Affiliate status is also open to anyone, regardless of nationality and promotion is to be encouraged throughout the Network to attract new members.

Article 4

Members are representative of organisations of influence in the addiction prevention profession within their region, having expertise in the field as well as a professional interest in the area of telematics.

Article 5

Each member makes a financial, material or organisational contribution in accordance with the possibilities available to it. Special agreements can be concluded by common accord.

Article 6

A member not meeting their obligations can be excluded without having any claim to reimbursement of any contributions possibly made. The Network rules will be followed unless they are in conflict with EU finance rules and project agreement.

Article 7

Each member organisation is represented by one person. It is the responsibility of that person to inform A-Clinic Foundation of any occurring contact changes.

Article 8

Within the network the decisions are taken on the basis of a relative majority of the votes of those members present. All not present will be able to vote be proxy.

All information concerning the Network will be made available to members via the network’s website: www.prevnet.net.

Article 10

English will be the working language of the Network.
